Navajo Transit: Transit Manager


Description

The Transit Manager will direct planning, organization and implementation of Federal Transit Administration (FTA) Programs including but not limited to the 5311 (Rural Public Transportation Program), Elderly and Individuals with Disabilities Transportation Programs and/or other Transit programs. The position is responsible for the application process, procurement, contract management, training of recipients, federal compliance and advising management on policy issues; manages the collection and analysis of program data to be used in decision making; oversees the preparation and submittal of required tribal, state, federal reports; directs and oversee the management of grant expenditures and civil rights compliance with federal regulations.


Primary Duties

  • Manages grants from Federal Transit Administration (FTA), New Mexico Department of Transportation (NMDOT), Arizona Department of Transportation (ADOT), Utah Department of Transportation (UDOT), and other potential sources; works with the Office Management and Budget and the Office of the Controller; Close coordination with the Division Director to develop and present budgets to Oversight Committees and the Navajo Nation Council. Provides accounting and expenditure input for the overall department budget; responsible for annual financial audits and associated Corrective Action Plans (CAP); develops and implements internal control mechanisms, procedures and guidelines to maintain departmental accountability. With guidance and input from Division Director, manages and oversees the administration, operations, fleet maintenance, and safety sections; provides guidance and supervision to operations, routes, maintenance, facilities, fleet and administration; interacts with federal, state agencies, and Navajo Nation officials. Represents Navajo Transit System at public and chapter meetings; provide updates on the operation and routes. Meets with representatives of major organizational levels of federal and state agencies, and with Legislative and Executive Officials of the Navajo Nation Government. Establishes and enforces polices and standards required by FTA, state and local entities. Manages the Drug and Alcohol Testing program in compliance with FTA and USDOT regulations; and ensure compliance with ADA and Title VII. Develops guidelines and policies for improving and strengthening department services and/or for incorporating new services. Evaluates and redirects programs for a more productive and effective Navajo Transit System; may deal with various committees of the Navajo Nation Council.

Desired Education & Experience

  • A Bachelor's degree in Public of Business Administration or a closely related field; and six (6) years of administrative and management experience, including three (3) years of public transit system management experience, two (2) years of which have been in a supervisory capacity; or an equivalency combination of education and experience.
