Transit & Parking Program Manager


Manages the organization, staffing and operational activities for the transit and parking division for the City of Norman, Oklahoma. Supervises professional, maintenance, and administrative personnel; provides information, advice, feedback, or assistance to personnel within the division to refine work outputs or resolve problems; interprets and explains safety rules and regulations and department policies and procedures.

Primary Duties

  • Directs and reviews the work plan for assigned transit and parking operations services and activities; plans, allocates, and monitors time, people, equipment, and other resources for the City to ensure efficient organization and operation, satisfactory work quality, safety, and timely completion of work; ensures all work is performed in conformance with appropriate standards and specifications; ensures compliance with applicable federal and state laws and regulations. Participates in the planning of long and short range goals related to the division; prepares, analyzes, interprets comprehensive transit plans; develops, implements, monitors policies and procedures; develops new programs and schedules; establishes project priorities; and evaluates effectiveness. Evaluates and participates in the operations, maintenance and planning of parking garages, lots and meter services. Reviews and evaluates proposed construction projects and plans; identifies impact to transit and parking operations; recommends and implements solutions. Applies for, monitors and maintains grants relating to the City’s transit program. Performs budgeting and report preparation functions; prepares and presents division budget; administers funds; ensures accountability of program expenditures and compliance with budget; recommends adjustments as necessary. Prepares and maintains required reports and correspondence pertaining to the City’s Transit Program, to include reporting to the Federal Transit Administration and the Oklahoma Department of Transportation Transit Division. Responds to questions and reviews complaints from the general public regarding transit and parking operations; investigates, documents, and resolves complaints and problems. Assists in the preparation of technical specifications for vehicle procurement. Coordinates with the City Fleet Program Manager on the maintenance program for the City’s Transit Program to ensure maintenance activities are in compliance with state and federal laws and regulations; includes coordination with the contract service provider to ensure operational and maintenance needs are both being met. Develops and maintains cooperative relationships with other City divisions and departments, outside vendors, and general public; assists other divisions/departments as needed. Supervises the preparation of or prepares reports, papers, and other documents appropriate to the division; maintains and updates records and manuals.

Desired Education & Experience

  • Bachelor’s Degree from an accredited college or university in Public Transportation, Public Administration, Business Administration or related field. Five years of increasingly responsible related experience, preferably in the management of a transit system, including two years of supervisory/management experience or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.
  • Valid state driver's license and satisfactory motor vehicle record.

Record keeping, report preparation, and records management techniques. Methods and techniques of research, statistical analysis and report presentation. Skills: Planning, organizing, assigning, directing, reviewing work and evaluating staff to obtain effective results and meet established time frames. Interpersonal skills necessary to provide effective leadership and work cooperatively with superior and subordinate staff. Ability to establish and maintain effective working relationships with elected officials, the general public and regulatory agencies. Ability to maintain operational compliance with federal, state, and local transit laws and regulations. Operating office equipment including computers and supporting software applications. Reading and understanding financial reports and legal documents. Researching, compiling, and summarizing a variety of informational and statistical data and materials; analyzing data, forecasting costs and revenues, and performing cost/benefit analyses. Preparing clear and concise reports, correspondence and other written materials; strong oral communication skills. Preparing applications for federal grants. Ability to interact with people of diverse backgrounds persuasively, to resolve conflicts effectively, and promote the use of the transit resources by the community. Ability to respond to complex or difficult inquiries or complaints from customers, regulatory agencies, or members of the community.

Salary Range

$89,679 to $104,910
