CAP METRO: Program Manager, People Development


The Program Manager, People Development reports to the Manager of Human Resources & Talent. This position will design, plan and implement programs and training that shape the employee experience, culture and people practices. The position may also contribute to, and shape policy and processes as a result of the organizational development impact of programs. It is the responsibility of this position to impact and attune training, communication and management philosophies and practices across the organization to assist the objective of being an “Employer of Choice,” and an industry leader in employee experience innovation and improvement.


Primary Duties

  • Manage key organizational development and training initiatives (i.e. Leadership Development Program, Career Enrichment, etc.)
  • Research leading-edge developments in leadership, management, communication, etc. and work closely with HR Team to produce innovative training programs to meet state of the art advances in people development.
  • Develop and design training to meet organizational needs, requests and ad-hoc topics for classroom or online presentation. Deliver training as sole presenter or team presenter.
  • Map out in-house and outsourced training plans and calendars.
  • Research training vendors and materials as needed – including details, cost comparison, and timelines.
  • Coordinate the review, recommendation and selection of outside services and materials for training programs as needed. Write specifications, request for proposals and selection criteria for the vendor selection process, and monitor quality of products and services. Participate in the identification procurement and selection of vendors.
  • Partner with department stakeholders and liaise with subject matter experts regarding instructional design, to meet stakeholder and organizational targets. 
  • Utilize the Learning Management System and maintain updated curriculum database and training records. 
  • Manage assessment resources, i.e. DiSC, Strengthsfinder, and others as needed.
  • Research and recommend assessments, and work with managers to design surveys appropriate to training and program needs.
  • Identify long-range employee, management/supervisory training development goals and design programs to achieve agency mission.
  • Assess effectiveness of training program and processes.  Monitor and report program results determining the impact of training on employee skills and how it affects KPIs.  Advocate changes and recommend direction of program to meet agency philosophy and emerging Training & Development approaches and practices.   
  • Perform training needs analysis and training program evaluation. Coordinate and perform the design and implementation of evaluation instruments, interviews, and other data collection steps.  Compile results and analyze research for impact to curriculum design and training program. Assess the effectiveness of class materials and presenters and edit curriculum and/or training programs. 
  • Develop and deliver training curriculum and materials tailored to departmental and end-user requirements.  Consult with customers to analyze and recommend appropriate training solutions to meet their specialized business needs.  
  • Assist Department Managers with development and implementation of training plans for employees.
  • Coordinate special events in support of organizational development and to encourage and foster a cohesive workplace.
  • Respond to employee requests for training; and provide coaching per employee, manager, or HR Manager request.
  • Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action and reporting safety and security concerns.
  • Perform other related duties as assigned.

Desired Education & Experience

  • Bachelor’s degree in human resources, business administration or a related field. Related experience may substitute for educational requirements on a year for year basis for up to four (4) years.
  • Seven (7) years’ experience developing and delivering training programs, curriculum and classes for medium to large organizations.
  • Experience developing and delivering trainings/presentations to diverse employee groups.

  • Skill in oral and written communication including the ability to make group presentations and facilitate learning for employees with diverse jobs, education and learning styles.
  • Knowledge of adult education principals, practices and techniques.
  • Knowledge of group process, group dynamics and interpersonal relations.
  • Ability to plan and budget for various training programs.
  • Ability to access training needs, formulate training objectives and measure effectiveness of training programs.
  • Ability to establish and maintain effective relationships with team members, managers, class participants and customers.
  • Strong communication, planning, organizational and time management skill
  • Insatiable curiosity for human relations and communications.
  • Creativity, writing, video production, and on-camera direction skill for production of in-house training for on-line access, a plus.
