Valley Metro: Planner II
FLSA: Exempt position, not eligible for overtime compensation.

The Planner II is the second level in a three level Planning series. Incumbents perform professional planning duties in support of studies and projects led by more senior level staff; and serve as the lead or project manager for small scale studies and projects, leading teams of other professional staff and consultants.
In addition to basic transportation planning skills, this assignment on the Service Planning Team will require:
Knowledge of efficient transit scheduling, blocking, and run-cutting concepts.
Knowledge and use of Giro HASTUS or similar software to schedule transit service including inputting new routes and stops and adjusting existing routes and schedules.
Candidates who demonstrated a propensity to learn how to use Giro. HASTUS scheduling software will also be considered.
Skill in communicating and coordinating with multiple Valley Metro departments and outside entities to interpret and carry out scheduling tasks in a timely, accurate, and efficient manner.
The Planner II shall contribute to team efforts and represents Agency core values in the performance of duties.

- Serves as team lead or project manager for small and routine research projects and studies in conjunction with regional and local transit initiatives.
- Performs analysis, evaluation of findings, and identification of significant issues.
- Develops staff recommendations on routine projects.
- Supervises routine work of consultants, and other transit planning staff when leading a project team.
- Reviews invoices.
- Leads agency efforts to align agency service and projects with community needs.
- Provides complex planning data to other divisions and departments.
- Designs methods for ensuring accurate data are integrated into agency planning activities.
- Writes proposals, requests for proposals, project reports, progress reports, board memos and white papers.
- Provides routine financial analysis and estimates costs related to plan implementation.
- Attends meetings, serves on committees and makes presentations as needed; supports and leads public meetings as needed.
- Makes presentations to internal agency staff, technical working groups, member agency committees.
- Prepares and relays routine agency information at public meetings.
- Investigates and responds to citizen and member agency questions, requests, suggestions, and complaints.
- Provides detailed planning information within scope of authority.
- Facilitates public input processes, summarizes and reports feedback and makes recommendations for incorporation of feedback.
- Provides staff support to project planning teams comprising other Valley Metro staff, local government staff and consultants.
- Works with project planning teams comprising Valley Metro staff, member agency staff, and consultants.

- When assigned to Capital/Corridor Planning: Provides high level planning and assistance in support of transit capital facility and/or high capacity corridor development. Assists with assessing regional capital needs, projecting priorities for capital requests. Develops preliminary recommendations for capital project alternatives that should move forward. Requires basic knowledge of the Federal Transit Administration Capital Investment Grant Program, and associated regulations and processes, including ADA, and Title VI/Environmental Justice.
- When assigned to Environmental Planning: Provides high level planning and assistance in support of environmental assessments and evaluations, Title VI analyses, sustainability efforts, and other environmental planning efforts. Prepares routine environmental reports and documents Develops preliminary recommendations regarding environmental evaluations and assessments. Requires basic knowledge of NEPA and CEQ requirements and associated regulations and processes at the federal, state and local levels, including Historic Preservation, Endangered Species, Clean Air, and Clean Water Acts; section 4(f), section 6(f), Title VI/Environmental Justice.
- When assigned to Service Planning: Provides high level planning and assistance in support of service planning initiatives, including monitoring and analyzing transit ridership trends and best practices. Prepares routine service planning reports and documents Develops preliminary recommendations regarding service planning initiatives. Serves as liaison with operations staff and contractors to coordinate transit service routes, scheduling, and delivery. Requires basic knowledge of transit service planning principles, including an understanding of ADA (as applied to public transportation), Title VI and Environmental Justice requirements.
- Performs other duties of similar nature and level as assigned.
Desired Education & Experience
- Bachelor's Degree in Geography, Urban Planning, Transportation Engineering, Sustainability, or a related field and three years of transportation planning experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties listed.
- Master's Degree and/or transit planning experience is desirable Candidates with extensive transit operational experience in lieu of a college degree are strongly encouraged to apply.
- AICP designation desirable

Salary Range61,000 to 91,500
