Valley Metro has an exciting opportunity for an innovative team player to design and implement sustainable and applicable recruitment strategies to attract highly qualified and diverse talent focused on Connecting Communities and Enhancing Lives. Responsible for the execution of end-to-end recruitment processes, including talent sourcing, recruitment, hiring, backgrounds and the on-boarding of candidates. The Recruitment Manager will partner with hiring managers, providing timely strategic guidance and advice as a trusted talent partner, building strong networks internally and externally.

Physical Demands:
Mobility to work in a typical office setting, use standard office equipment, and to drive a motor vehicle in order to visit work sites and attend meetings; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone. Work Environment:
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.


Primary Duties

  • Establishes reporting metrics to measure the quality and effectiveness of recruitment programs to align with the Agency's strategic direction.

  • Oversees the day to day management of the recruitment function and staff; partners with managers to define and build out hiring plans that will contribute to the long-range growth of the agency, implementing new processes and fine-tuning standard recruiting processes; oversees full lifecycle recruitment, from candidate sourcing, hiring practices, pre-employment assessments, compliance and onboarding.
  • Builds a recruiting performance measurement system focused on operational excellence, hiring manager satisfaction and candidate experience; aligns human resources function as a value-added internal service center to employees and leaders.
  • Supervises staff to include, prioritizing and assigning work; conducting performance evaluations; trains staff and provides for their professional development; ensures employees follow procedures, and makes hiring, termination and disciplinary recommendations.
  • Manages, executes and implements a variety of specialized human resource projects; coordinates and/or supervises the activities of personnel involved in the development and implementation of special projects.
  • Performs complex and difficult professional level work in the area of job analysis, recruitment and/or selection; provides technical expertise and assistance to others as required; may conduct training sessions in specific areas of expertise.
  • Develops and maintains effective working relationships with outside sources including, universities, community colleges, technical/trade schools, and job fair sponsors as a source to identify and attract qualified applicants.
  • Effectively uses on-line tracking system and Human Resources Information System (HRIS) to track recruitment activity, employee onboarding data and perform key employee-related tasks. Ensures integrity of data entered into systems and develops clear procedures to monitor and update databases; optimizes full system capabilities and trains end-users.
  • Partners with learning and development team to develop formalized internship/apprenticeship programs to foster training opportunities and a pipeline of qualified candidates.
  • Assists in the formulation of the annual human resources division budget; approves the forecast of funds needed for staffing, equipment, materials and supplies for associated area; and approves and monitors expenditures accordingly.
  • Represents the human resources department on committees and task forces as assigned.
  • Performs other duties of similar nature and level as assigned.

Desired Education & Experience

  • • Bachelor's degree in Business or Public Administration, Human Resources Management or related field and five (5) years of full-time professional-level human resources experience including at least two (2) years’ experience in recruitment, AND three (3) years of supervisory responsibility in a human resources setting or related field. An equivalent combination of formal education and appropriate related experience may be considered.

  • • Working knowledge of diversity best practices and implementation of diversity strategy into the recruiting processes which drive results
  • • Desirable: Experience in multiple HR discipline
  • Licenses and Certifications: Desirable: Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR). Valid Arizona Driver’s License.

  • Knowledge of: Principles and practices of job analysis, recruitment, test development and validation, assessment center development and employee selection Thorough knowledge of employment-related laws and regulations Lean Management principles and practices Strong knowledge of applicant tracking software and HRIS Microsoft Office software suite (Word, Excel, PowerPoint, and Outlook) Principles of management and supervision; developing teams, motivating employees and managing in a team environment

Salary Range

$73,810.00 to $110,715.00
