PROJECT CONNECT: Manager Maintenance Facilities Expansion Design


Description

The Manager, Maintenance Facility Expansion Design is responsible for leading, managing, and coordination of complex major capital projects for Austin Transit Partnership (ATP). Duties include establishing scope, schedule, and budget for rail and bus transit facilities.  Such facilities include vehicle maintenance shops, storage yards, crew facilities, administrative offices, security/police stations, operations control centers, dispatch centers, data centers, and other related support facilities.  The position will lead communication across the organization; oversee consultants and contractors; coordinate design reviews; oversee compliance with codes and design criteria manuals; and coordinate design activities across disciplines and organizations.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work is generally performed in an office environment but requires occasional visits to construction job sites. Job may entail considerable levels of stress as this job works with multiple project timelines and is responsible for managing employees performing work of a complex nature.

Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and extreme noise when conducting site visits and working in the field.

Primary Duties

  • Assist with programming, space planning, and needs assessments for facility projects.  
  • Lead, manage, and coordinate complex bus and rail facility projects during design & permitting.
  • Establish scope, schedule, and budgets for projects and assuring that these elements are monitored and maintained throughout the project.
  • team, including civil engineering, systems engineering, real estate, architectural, planning, utilities, construction management, project controls, public involvement, safety, quality assurance, environmental compliance, operations procurement, and contracts staff.
  • Oversee consultants design activities and facilitate strong communication and coordination.
  • Verify project compliance with federal, state, and local laws, regulations, codes, standards, and design criteria manuals.
  • Oversee the permitting process and coordinate with authorities having jurisdiction to obtain construction permits per the project schedules.  
  • Communicate and coordinate project development with staff from appropriate federal, state, regional and local agencies.
  • Communicate project status, milestones, and challenges with ATP leadership. Develop project status reports, including monthly reports for ATP leadership and quarterly reporting to the Federal Transit Administration and ATP Board of Directors.
  • Coordinate and participate in design reviews, peer reviews, risk workshops, constructability workshops, and value engineering workshops.
  • Overseeing and coordinate compliance with FTA grant requirements.    
  • Overseeing and coordinate ENV/NEPA clearances.  
  • Oversee integration of sustainability goals. 
  • Represent ATP at Boards and Commissions and with outside agencies, neighborhood associations, funding agencies, employees, other stakeholders, and public.
  • Manage procurement tasks related to completing design and permitting; manage consultant contracts and design deliverables.
  • Assist with identifying the real estate acquisition needs for the projects.
  • Ensure a positive safety culture is maintained by supporting the health, safety, and security of employees within the department
  • Perform other duties as required and/or assigned.
  • Plan, direct, coordinate, and review the work of consultants and/or staff; assign work activities and coordinate schedules, projects, budgets, and programs; provide constructive feedback; review and evaluate work and make effective suggestions and recommendations.
  • Manage the workflow and prioritization of projects and measure the performance of consultants and department staff and recommend appropriate corrective action when necessary; provide recommendations to the Director of Facilities Design & Construction; assist with developing work plans for consultants/staff. 

Desired Education & Experience

  • Bachelor’s Degree in architecture, engineering, or related field.
  • Seven (7) years progressively responsible experience in transportation facility design.
  • Registration as an Architect or Professional Engineer (P.E.) in the State of Texas preferred. If registered in another state, must obtain Texas registration within one year of the date of hire.
  • Project Management Professional preferred
  • LEED AP or credential for other sustainability rating system preferred
  • An equivalent combination of education, experience, knowledge, skills, abilities, and other characteristics consistent with the required qualifications.
