Transit Coordinator – Grand Valley Transit


Description

The Transit Coordinator is responsible for overseeing the contract for the Grand Valley Transit system and other related contracts including transit bus purchases. This position ensures contract compliance with the Federal Transit Administration (FTA) for both fixed-route and paratransit services and provides technical expertise and professional assistance in transit administration and planning matters.

Primary Duties

  • Federal Transit Administration (FTA) and Colorado Department of Transportation (CDOT) grants partially fund the operations and capital purchases of the local public transit service. This position is responsible for day-to-day oversight and FTA and Americans with Disabilities Act (ADA) compliance of the Grand Valley Transit contract and other transit-related contracts.
  • Assists the Transit Planner and Regional Transportation Planning Office (RTPO) Manager in the development of plans, policies and procedures for implementing and maintaining a viable public transit service for the Grand Junction/Mesa County urbanized area and Mesa County Transportation Planning Region (TPR), including coordination of all transit activities and functions.
  • Understanding and application of the departments Geographic Information System (GIS) and its transportation layers, including roads, highways, rail, bicycle, pedestrian, aviation and other transportation-related facilities. Keeping the route and bus stop GIS data, Google Transit, and other system data current at all times. Maintain system maps and rider information resources.
  • Assist in the procurement and contract administration of supplies, contracts, etc. necessary for the operations of the transit system. Must follow established Mesa County and FTA procurement policy and procedures.
  • Maintain an accurate inventory of transit ridership, vehicles, pass programs, capital inventories, etc. through various software programs and excel spreadsheets.
  • Preparation and submission of the National Transit Database (NTD) statistical information, Disadvantaged Business Enterprise (DBE), ADA and Title VI program updates and other FTA-related reports.
  • Assists in the provision of accurate Planning and Development information relative to transportation to the general public; responds to telephone calls and requests for information; assists callers when possible or refers to Planning staff or other appropriate party.
  • Assists in the development and implementation of the Human Services Coordination Plan on behalf of Mesa County (dba Grand Valley Transit) and the Federal Transit Administration (FTA) and the Regional Transportation Plan.
  • Participates in public hearings before the region's elected and appointed boards; prepares and makes presentations (including display graphics, color maps, etc. as required).
  • Assists in the development of the transit budget, spending plans, and revenue analyses for capital and operational expenditures associated with Grand Valley Transit.
  • Supervisor of the bus stop maintenance technician staff.
  • May serve as a representative on a variety of boards, commissions and committees. Prepares and presents staff reports and correspondence. Stays abreast of new trends and innovations in the field of transportation planning.
  • May represent the Region at various functions such as making speeches at civic and business associations, meeting with influential persons within the community, developers, officials, citizens, and representatives of the press, to establish goodwill and resolve/respond to issues.
  • Maintains the webpage related to Grand Valley Transit. Back up to the Assistant to RTP Director for the RTPO webpage.
  • Back up to the Assistant to RTPO Director for accounts payable and receivables through Mesa County’s accounting software, Eden. Processes credit card purchases.
  • Performs interviews with the news media.
  • Under supervision, completes special tasks and projects as assigned.
  • Attends workshops and community meetings as directed to increase current knowledge on planning or transit theories and trends.
  • Performs photocopying, filing, typing, archival coordination, etc. as necessary; also receives money, writes receipts, retrieves documents, prepares legal notices, etc.
  • Oral and written communications must be clear and effective.
  • Performs other related duties as assigned.

Desired Education & Experience

  • Bachelor's degree and two (2) years related experience.
  • Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.
  • Experience with GIS desired

  • PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:
  • This position requires standing, stooping, sitting, bending, twisting, and lifting up to 10 pounds.
  • Work is generally confined to a standard office environment however you will be required to work outside at times in varied weather conditions and terrain

Salary Range

$4,027.12 (Monthly) to $4,559.61 (Monthly)
